Trustee Jaime A. Pacanan

Hardworking and silent achiever. These two descriptions best fit recently-appointed LWUA Trustee Jaime A. Pacanan, who worked with the Department of Public Works and Highways - lastly as Undersecretary - for over four decades and is considered one of the most efficient engineers the Department ever had.

His career path was not as smooth as one would surmise. Young Pacanan carved his own niche in the civil engineering profession through sheer guts, perseverance, intelligence and good public relations. He entered the government service as a Civil Engineering Aide in 1973 and slowly but surely worked his way up to the top.

Trustee Pacanan was born in Motiong, Samar on January 15, 1950 to Conrado Pacanan and Rosario Abarsoza. He is a product of Motiong Central School (elementary, 1957- 1963) graduating with honors; Leyte Colleges (secondary, 1963-1967) graduating also with honors; and Divine Word University (tertiary, 1967-1973) with a degree of Bachelor of Science in Civil Engineering (BSCE). He also studied at the Leyte Colleges Law School (986-1990) and earned a degree of Bachelor of Laws. In 1983 and 2003, he completed his Masters of Management in Public Administration at the University of the Philippines-Visayas and Doctor of Philosophy at Eastern Visayas State University, respectively, both in T acloban City. He attended the Executive Education Program on "Leading Economic Growth" 2014 at the John F. Kennedy School of Government Harvard University, Cambridge, Massachusetts, USA.

He passed his Civil Engineer's Licensure Examination in Manila in August 1973 and was conferred the Career Executive Service Officer, Rank IV, on October 10, 2001. He now holds the highest rank, CESO I, which was conferred on him on March 5,2010.

He received several citations and awards, among them, a Special Citation which was presented by former President Gloria Macapagal-Arroyo on August 8, 2007 during the NDCC Gawad Kalasag Awarding Ceremony at Rizal Hall, Malacanang Palace, in recognition of his excellence in disaster management and humanitarian assistance. He also received an Achievement Award as "Most Outstanding SAMARENO" presented by the KATIG-UBAN SAMARENOS SA LEYTE (KASALE) at the People Center, Tacloban City, on October 20, 2008; a Distinguished Service Award on October 10, 2000; a New Millennium Award for Excellence in Public Service on December 4, 2000; Most Outstanding Maintenance Engineer Award on September 29, 1996; and Commendation Award by the Leyte Institute of Technology, now Eastern Visayas State University (EVSU), for giving honor and prestige to the institution in his dissertation entitled, "Assessment on Road Right-of-Way for Infrastructure Projects in Region VIII," an input to Policy Implementation which was adopted by the DPWH nationwide.

He was cited by the IBC-13 public affairs program "Up Close and Personal," during its Second Impact Recognition Night on March 22, 2010 for good governance, sterling performance, integrity and dedication to public service.

On June 20,2014, he was cited as Most Outstanding Civil Engineer and Finalist of Nubia Excellence Award by the Professional Regulation Commission (PRC). And on November 8, 2012, he was also cited and conferred an award by the Philippine Institute of Civil Engineers (PICE), Inc. during its 75th Anniversary Celebration, as one of the 75 Filipino Outstanding Civil Engineers, who were selected from among the 163 nominees. He was also given recognition during the same occasion for his valuable contributions to PICE during his term as National President of the Association in 2010.

He is married to Concordia Alday, a businesswoman, and they are blessed with five (5) children: Gerald, Gemine Ann, Jennifer, Jackie Rose and Jim, all professionals.

  • Head Servant Leader, Alagad ng Diyos Catholic Community (Leyte-Samar Chapter)

From 2009 to 2015, he was DPWH's Undersecretary for Support Services, who had supervision and control over the Administrative and Manpower Management Service (AMMS), Comptrollership and Financial Management Service (CFMS), Monitoring and Information Service (MIS), Legal Service (LS), and Central Procurement Office (CPO). He was the Chairman of the DPWH Central Selection Board (CSB) and the Department's Official Representative to the National Housing Authority (NHA) Board, the Housing and Land Use Regulatory Board (HLURB) of Commissioners, the Philippine Economic Zone Authority (PEZA) Board, and the Housing and Urban Development Coordinating Council (HUDCC).

He currently sits as member of the Board of Trustees of the Local Water Utilities Administration (LWUA).
