2016 Year-end Assessment and Strategic Planning
of the LWUA GFPS / TWG
December 7, 2016 (Wednesday) to December 9, 2016 (Friday)

It is almost the end of 2016! The hardworking employees of LWUA GAD GFPS/TWG have done excellently this year. With the end of the year comes year-end assessment and planning for the coming year as a matter of good management practice.

The GAD Year-end Assessment and Planning Session was conducted last December 7-9, 2016 at Baguio City by the members of the GFPS and its Technical Working Group. The session covered the assessment of the GFPS’s implementation of the PCW-endorsed 2016 GAD Plans and Budgets (GPB) while the planning involved the undertaking of the PCW-endorsed 2017 GPB and the preparation of the 2018 GPB for submission to the Philippine Commission on Women on January 31, 2017, together with the 2016 GAD Accomplishment Report.

The GFPS/TWG has invited Ms. Reina P. Olivar, a PCW-accredited GAD practitioner, as facilitator to effectively carry out the evaluation and planning of GAD activities. She also helped out in the drafting a three-year GAD agenda to ensure that yearly GAD activities are integrated and followed through in the yearly plans and budget.

For the first day of the session, Ms. Maria Victoria Nguho, TWG member, presided the forum. She discussed the 2016 accomplishments, their costs and evaluation, on the 2016 GAD Plans and Budget. For the second day, GFPS/TWG members and Ms. Olivar brain-stormed as to the implementation of the 2017 GAD Plans and Budgets in LWUA, including those which would directly impact the Water Districts. They also discussed how they can strengthen their GFPS or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the LWUA. For the Client-focused and Organizational-Focused LWUA-GAD will conduct different trainings/seminars such as:

(1) Training/Seminar by Training Division,

(2) GPB Training to Water District,

(3) Training of trainers on GPB among LWUA staff,

(4) Gender Analysis Training to Program developers and implementers,

(5) Gender-Responsive Planning and Budgeting Seminar to GFPS/TWG,

(6) Seminar on Gender Database Creation & Management to GFPS/TWG,

(7) Training on Effective Implementation and Monitoring of the Gender Action Plan,

(8) Gender Mainstreaming Training and

(9) Seminar on RA 9710 or the Magna Carta of Women and its IRR to GFPS/TWG.

In addition, LWUA – GFPS/TWG will join the yearly celebration of RA 6949 International Women’s Month and 18-Day Campaign to End Violence Against Women. The group also formulated various policies for the smooth and more defined conduct of the GFPS meetings, affairs and activities. The session was culminated on the third day (December 9, 2016) where the remaining topics were discussed and the initial draft of the 2018 GAD Plans and Budget was tackled.
